Agent Services Division wanted to share with your
association that we
filed the notice of text for rule changes to Title 11,
North Carolina Administrative Code, with the North
Carolina Office of Administrative (OAH) on May 24. These
will be published in the NC Register on June 15. The
hearing for public comments is scheduled for July 6, at
10:00 a.m. at the Dobbs Building, Raleigh, NC in the Jim
Long Hearing Room. The end of comment period is August
16 and then the Submission of the Rule is filed with the
Rules Review Commission by August 20th. The effective
date for the rule changes is October 1, 2010. Detailed
information on the administrative rule process is posted
on the OAH website at
http://www.oah.state.nc.us/rules/.
In order for you to preview the filed insurance rule
changes prior to the NC Register publish date; we have
posted them on the Department’s website in the following

function. Also find out about an optional subscription
service which will expedite certain requests.

Licensees who held a license 12/31/2007 should have taken their initial
mandatory CE requirement for flood and ethics courses by
December 31, 2009. We will be sending cancellation notices to
3,603 licensees who failed to take the mandatory courses. Hopefully
none of the individuals who are being cancelled are association
members. However if you hear from anyone, please share the following
procedures for make-up of the courses before April 30, 2010:
Producers/Agents
If
you complete the mandatory flood and ethics courses by the April 30,
2010, your credits must be reported directly to Prometric by the
provider. PLEASE
DO NOT FAX, EMAIL OR MAIL COURSE COMPLETION CERTIFICATES TO THE AGENT
SERVICES DIVISION OR TO PROMETRIC.
Once your credits are
displayed on your CE transcript through Prometric, you may then contact
the Agent Services Division at
asdce@ncdoi.gov to request your license be reinstated.
Please let your CE Provider know that you are making up credits and
ask for their assistance in reporting the credits to Prometric on a
priority basis.
Upon
reinstatement, you must contact all companies you represent to be
re-appointed.
If
the deficit CE hours are not completed by the date indicated above you
must:

complete pre-licensing
-
pass the state exam for each line of authority
You
will be issued a new license and you must contact all companies you
represent to be re-appointed.
Adjusters
If you complete the

NCDOI Converting to
National Producer Numbers
The
North Carolina Department of Insurance announces the conversion from
social security number (SSN) as the unique identifier to the National
Producer Number (NPN) will be completed in early 2010. Using the NPN as
the license number is the solution to preventing identity theft and
addressing other security issues relative to the use of the social

PIANC has been
contacted about NC HB 1166 concerning "Criminal History Record Checks".
This bill HB 1166 starting October 1, 2010, will require any new
applicant for an insurance license or adjusters license must have a
criminal background check and be fingerprinted by local law enforcement
office and/or SBI. Cost of such criminal background checks and
fingerprinting will be borne by the applicant. This bill HB 1166 is part
